Parking Access Control Standards for Facility Managers

A car park access control system is invisible until the day it is not - and on that day the questions come from a fire officer, an insurer or a regulator rather than from a driver. These are the checks worth confirming on any barrier and ANPR installation, new or retrofit.
Emergency egress is the first requirement
Security equipment must not obstruct an emergency. Two properties should be demonstrable. The barrier must fail open, not closed, when mains power is lost or a fire alarm is raised. And there must be a documented manual release that staff can operate quickly and without tools, tested on a schedule rather than assumed.
Accessible parking and the accessible route
Accessible bays must stay reachable, which means the accessible route should not sit behind a lane that can jam. Where a barrier controls such a route, provide a means of release from the control room and keep the route clear of queueing vehicles.
Lane safety devices
- Under-vehicle loop protection so the arm cannot descend onto a vehicle still in the lane.
- Obstacle detection with automatic reversal.
- Photoelectric sensors wherever an arm sweeps across a pedestrian walkway.
- Clear stop-line markings and signage in the languages used on site.
ANPR data is personal data
An ANPR system builds a record of vehicle movements, including plate images. Decide and document the retention period, who may access the data, and how a request from a vehicle owner will be handled. Most disputes are settled by having a clear written policy rather than by holding more data for longer.
Standardise across sites
Operators running multiple locations benefit most from consistency: the same barrier interface, ANPR format settings, release procedure and maintenance schedule at every site. Staff training gets shorter and incident reviews become comparable between buildings.
Keep the documentation current
As-built lane drawings, the commissioning record, the release procedure and the maintenance log should live together. When a lane fails at a bad moment, that folder is the difference between a fifteen-minute fix and a half-day investigation.
