ANPR Parking Systems: A Guide for Integrators

ANPR is sold as a camera and a licence, but what an integrator is really buying is an exception rate. Every unread plate becomes a manual intervention, a queue, a complaint or a lost parking fee. This guide covers the decisions that move that number.

Camera geometry before camera specification

The angle between the plate and the lens matters more than megapixels. Aim to read the plate within about thirty degrees of straight-on, at a distance that keeps the characters large enough to resolve reliably. Test at the times of day when the sun is low and directly in front of the lens, because that is when a marginal installation fails.

Plate formats are a configuration problem

Recognition accuracy depends on the engine knowing which formats to expect. Modern plates mix character sets and layouts, and visitor and commercial vehicles add more. Set the country and format list per lane rather than relying on a generic default.

Design the exception path deliberately

  • Unreadable, dirty or obscured plate: fall back to a QR code, a barcode or an attendant console within seconds.
  • Vehicle with no valid session at exit: allow payment at a kiosk or in an app without an attendant.
  • Plate mismatch on exit: raise an alert for review rather than opening the lane automatically.

Keep loops for safety, ANPR for identity

Inductive loops confirm that one vehicle is present and that it has cleared the arm. That is a safety function and should not be delegated to a camera. ANPR provides identity and billing. Keeping the two roles separate is what prevents the classic failure where a tailgating vehicle exits on another vehicle's plate.

Insist on open interfaces

Ask for documented APIs and event feeds, and confirm that the system can write to the operator's existing parking platform rather than replacing it. A closed ANPR stack is expensive to integrate and impossible to migrate from.

Model the whole cost

Include cameras, mounting and civil work, the control layer, payment hardware and fees, network and power, software licences and support, and the labour cost of resolving exceptions. On most paid car parks the exception rate drives the business case more than the hardware price.
